Liam Halligan
economist, author and broadcaster; director, Centre for Policy Studies; columnist, Sunday Telegraph

Liam Halligan is an economist, author and broadcaster, who also has extensive business experience. He is best known for his weekly Economics Agenda column, which has appeared in the Sunday Telegraph since 2003 and been recognised with a British Press Award.
Halligan co-presents the Telegraph’s weekly Planet Normal podcast with fellow columnist Allison Pearson and his writing and broadcasting also appears on his Substack – “When The Facts Change – with Liam Halligan”.
Since September 2026, he has been Director of The Centre for Policy Studies – among the UK’s most widely-respected thinktanks.
Haligan’s latest book, Home Truths: the UK’s chronic housing shortage, was described by The Times as ‘a brilliantly written gem’ and by campaigning charity Shelter as ‘a call to arms’. He previously co-authored Clean Brexit with Dr Gerard Lyons – a Daily Telegraph current-affairs book of the year, which The Times judged to be ‘persuasive and highly-influential’.
Halligan has reported for The Economist from Moscow, was political correspondent for the Financial Times and spent eight years leading the economics and business coverage on Channel 4 News. He was also Economics and Business Editor at GB News.
He holds a first-class degree in economics from Warwick University and an MPhil (Econ) from St Antony’s College, Oxford.
